It worked! I have purchased the Stroke Animation using BlueStacks emulator and about 12 hours later it began working on my Xiaomi Phone, so I am very pleased. Now I will purchase the ABC dictionary, hope that also works.

By the way, I recently updated the buying apps in China guide which includes links specific for Xiaomi devices. I've actually gone through this process myself with a Xiaomi Mi 6X device bought in China. I installed Google Apps (and a VPN) and was able to make purchases on the Play Store without any problem.

No, its not working for me. I'm using a Xiaomi 5x in Jilin and a Shadowsocks VPN and am still getting the "Error Purchasing" error message. On Xiaomi 2s, also not working. Its ok, I now have an alternative method of purchasing.

How did you install Google Apps? This should work: https://xiaomifirmware.com/downloads/do ... i-android/

Flashing the bios is a big job, so I haven't done that. I used the google play installer to install the latest version, but its still not working, still getting same error. Here is the link to newest version 3 of the installer.
